Infant Seats query

Hi, got a query for you from a Brit.

My family and I are due to visit California in the next couple of months, and have two boys. One is four and half (approx 3' 8") and the other is three and half (approx 3' 5"). When checking out car rental sites for advice, they mention about infant seats.

Now over here in UK we don't now use the whole seat, just the booster seat to lift them up. Would we be okay just to have a booster seat and they wear a normal seat belt, or have we got to have a full infant seat with the back unit as well..??

Any help would be gratefully received.

I don't know about California law, but in Arizona, booster
seats are OK, when they are about 40 lbs, sooner sometimes
if they are tall.
